Focus, As Possible, on Newly-Approved HOMELESS CAMPSITE Deadline ~November2021 for Planned Social Survey, "Campers"

 


809 South Brook Street is within "walkable" distance to me from the Saint Vincent de Paul Men's Shelter located at 1034 South Jackson; I think I could 'hoof it' to the proposed new homeless campsite there in perhaps 30-45 minutes. As well, easy mass transit is availing for me to get to this place, and I in need for 'scaling the research project' last-mentioned in this blog, starting wee and peripatetic/ambulatory/pedestrian for getting to this place I think I already have ideas for making rapport-minded intervention with this projected group of 'campers.'
I am under no illusion that all my 'do good' motivation will suffice for really getting approval from the City of Louisville, and while it seems unlikely that strictly as a 'concerned citizen' with some entailed 'participation' in homeless-issues that I shall NOT do well without interference without such 'municipal' blessing=> more to the point I hope to get some smiling OK for my project from some sort of NPO or homeless-advocacy group, as this will have been a serious and systematic assay into vital social conditions here, rather a case-study with some retro acquisition of eviction-court experience,
landlord-experience, 'camping experience as homeless' etc.
I have done this sort of work previously: for women-of-the-night, evident female commercial sex workers; I have distributed cigarettes (especially!) and condoms, and if CAREFUL not to get entangled, as possible, with recipients' mis-read fantasies about what my motives might be for such largess, I think here too with the 'campers' (I say in full hope this is not a pejorative designation!) perhaps 'breaking ice' with small packages of cigarettes (say in 'baggies' of 5) and 'masks' for the Plague and more-delicately as well condoms.
I am getting a digital recording device + acessories; I am getting a serviceable-by-evidence-Amazon-reviews digital camera; somehow at best I need a stabilization-device, perhaps a lo-bulk unipod, as a full tripod would be too heavy, too large-physically.
Schedule-plan=> At present, school, being a Donovan-senior-citizen scholar at ULouisville takes responsible and responsive weekdays; Saturdays may have some viable time for this purpose, but I really think the 'vacuous' time-space of Sundays will prove to have been the best time 'to visit my would-be new friends. NOW a Sunday is utterly time with near-nothing-going, and still with the SVDP requirement that I spend at least 8 hours on those Dominical days 'on the streets.' Importantly, I had better NOT degrade my study-efforts at University, a source of pride, stimulation, and required-skill it is to be with UofL with such a nice set of privileges to use and enjoy and gain-recognition.
THESE ARE PRELIMS FOR MY SCALED-DOWN STUDY OF THE HOMELESS VIS A VIS LANDORDS (MOSTLY SANS-) LEGAL DEFENSE YET IN EVICTION COURT. LET ME COPE AND HOPE THAT MY PLANS, AS YET SHAPING AND NOT FULLY-FIXT, MIGHT MATERIALIZE WITH WISHES FOR CONTRIBUTION TO A KNOWLEDGE-DOMAIN AS YET ONLY SKETCHILY-FIRMED.

 Louisville Mayor Greg Fischer just announced that open property has been set aside for 'campers' as I call the homeless people who prefer, or who cannot do otherwise than, sleep out of doors, and not (as I) in a shelter. At this link, I have posited a link to the transcript of this announcement and its speakers there and then. The property is downtown, more properly stated than as being in 'Old Louisville,' and is located at the former site for Roman Catholic Chancery Office, 212 E. College Street. The land is close to me, at St. Vincent de Paul shelter for men (1034 South Jackson Street); it is even closer to the Salvation Army GHQ and the Franciscan Free-Luncheon/Shelter. The City predicts that the campsite will be operational in November of this year. Evidently the Louisville planners/executors fothis campsite idea got 'leads' from the cities of Denver Colorado and Santa Rosa California, which venues report negligible crime etc. associated with this move. Big Clearance of Homeless Camps Downtown Set for 10.4.2021(?)

  The City of Louisville has given 21 days notice to obvious eyesore downtown homeless camps to clear out, break camp, as I calc on or before October 4. There are homeless people who for a variety of reasons must or prefer to sleep outdoors rather than in a homeless shelter; these are the public visage in many cities in the USA, and I would think that my Louisville has camping-homeless-demographics, about 1% of the total population of this Metro, which rival those of places more-notorious for 'rough sleepers' like cities in  California. This is a liberal and progressive city. What the city fathers/mothers say about what needs to be done with this segment of homeless folk speaks to an official compassion which must at the same time consider what must be much psychosocial disdain/aversion for the spectacle of people living in tents-- and with less protection-- on city sidewalks. . . so noticeably this shows at Derby/Breeders'-Cup times when these folks are gathered and placed...

HOMELESS WHO TAKE-OVER/DWELL IN VACANT BUILDINGS=> WOULD THIS BE OK WITH 'LANDMARK AUTHORITY,' LOUISVILLE KY???

 I am following Websites that proffer information about homelessness, in especial, sites that either ADVOCATE for the rights of the un-homed, and too those Websites that allude to resources that the homeless may use to further themselves for providing shelter. There are a lot of sites which have this function, .orgs, .govs and a few but evidently OK .coms. I just found a link that has folks un-homed in Eastern Los Angeles rather 'taking over' vacant properties which (for some odd-seeming reason) are owned by the California Transit Authority (which seems similar to our Louisville Transit Authority of River City TARC).
