Research-Design: How to Detect Damage Done by 'Eviction Court Complex' (Lords of Land, Their Lawyers, Their Judges, &PatheticDefenseTenants)

 I am utterly uncertain whether I shall really be given scholarly allowance to evaluate the connection between eviction/eviction-court and the coming pan-deluge in this USA of HOMELESS persons, but yes I feel that some design is at any rate desirable for EXECUTING A SYSTEMATIC (SAY THOROUGH) JOB IN LIMNING THIS, OBVIOUS-SEEMING PROPHETICALLY, CALAMITY TO SURFACE I WOULD GUESS IN WINTER COMING=> 2021 TO SPRING 2022.

I am instructed by Donald Campbell's "Reforms as Experiments,"American Psychologist 24(4):409-429, 1969; one might do well to note that this article emerged in psychological lit just prior to the conservative (read "Nixon-Southern-Strategy Anti-BlackHelp-Anti-Great-Society" GOP dys-wisdom) thrusts to eliminate programs which had been ushered in by the (Lyndon) Johnson Administration. . . What is important to note and keep-mental is that Campbell is suggesting that 'reforms' such as Nixon-Republicans had envisioned just prior and after 1970 COULD BE CONSIDERED TO CONSTITUTE BEFORE-AFTER STUDIES, that is to say that measuring the effects of an innovation in program and policy in the public sphere can point up suggestions-- indeed strong suggestions-- of causes for the effects witness with the praxis of the reform-innovation.

OK. . . The Eviction Moratorium is over, passe, and one may readily and once-again point to Republican-partisans who cozy to Lords of Land on the United States 'Supremo'-Court as well as money-grubbing venerators of wealth in the GOP for this particular made-'reform.' I NEED NOW-- to trace how this gets to be vomitus from local here eviction court-- perhaps with a merry eviction judge as the Ms. Dominatrix Delahanty who ejected me from paid domicile 10years laff laff on April12&May12Executed-- and it is certain that this very poor gauze dobbing-cloth to the wounded human river of misery will 'evidence' in this eviction court-- and as I have suggested THE EVIDENCE THAT THIS EVICTION COURT WILL EASILY PERMIT BUT HIDE 'THE EVIDENCE' OF THE CRIME AGAINST HUMAN RIGHTS <BY THE UNITED NATIONS DECLARATION OF HUMAN RIGHTS> WILL LEAVE THE DELAHAUNTIES SMILING

NO. I need the 'before' from which the 'after' best be assessed called tsunami/homelessness 2021-2022 and on. As venues of Governance

one who aspires to DOCUMENT Human Rights atrocities as here will-be may have to resort to 'secondary measures' for this assessment-indirect. . . In social planning terms, such data are termed 'social indicators' and sometimes these-will-have-to-do "when the perp obstructing Justice wants to hide evidence" and undoubting I am that to some measure the "REX" and "JUDEX" (King and Judge) will so cover-arse to "keep the dirt from getting out about Us!"

OK. I can interview numbers of homeless people. I have mass transit TARC Louisville on which to get around; there is NO strict impossibility that I could get a vehicle not necessarily more sophisticated than a moped either to get 'out there' to the camps. ASK 'M HOW THEY GOT 2B HOMELESS, AND FIND JUST HOW MANY GOT COURT-EVICTED. . .

It seems plausible that the common denominator-- given an apparent 'less than 9000 beds' for shelterhousing in town-- that numbers of these hapless-to-whom-dire-happenstance-hit will be AS NOW on the streets, perhaps not so lucky as to get tents from say our 'Southeastern Christian Church tent-suppliers' or even 'Tents4Homeless' Human Rights coalition which includes the Sierra Club and some human welfare orgs. It may be that if I foster a befriending no-threat relation to the 'campers' anticipated, perhaps by goodwills heading to testamental-good-faith will obtain, and of solid empirical value would be such rapport's anticipated result.

BUT: HOW TO GET INFORMATION ABOUT THE LORDS OF THE LAND AND THEIR LAWYERS AND THEIR SWEET DEALS SPELLED 'WE-SAY-IT'S-OK' WHICH IS AN OBVIOUS DISTORTION OF JUSTICE WHEN

ALMOST NO TENANT HAS A LAWYER TO REPRESENT HER/HIM DESPITE A DIRE EXISTENTIAL CASE 

AND THE TENANT LOSES 

NEARLY EVERY TIME?


How to get at that? OK, again the indirect evidence given Judges Lawyers Lords of Land concealing evidence,

I can just ask the certainly-will-be-'campers' and their stakeholding few caretakers.


These are SOME of my ways I can begin an empiric study of just how much planned-damage comes with 'the deals with evictions.' BEFORE-TIME EVIDENCE IS AT PRESENT IMPERFECTLY KNOWABLE, ONLY GUESSABLE, AND FOR THAT TYPE OF INFORMATION I SHALL FALTER ON CAMPBELL'S 'REFORMS AS EXPERIMENT' PARADIGM. Thus, I wannabe making this would-be-factuality into may-be might-be.

 Louisville Mayor Greg Fischer just announced that open property has been set aside for 'campers' as I call the homeless people who prefer, or who cannot do otherwise than, sleep out of doors, and not (as I) in a shelter. At this link, I have posited a link to the transcript of this announcement and its speakers there and then. The property is downtown, more properly stated than as being in 'Old Louisville,' and is located at the former site for Roman Catholic Chancery Office, 212 E. College Street. The land is close to me, at St. Vincent de Paul shelter for men (1034 South Jackson Street); it is even closer to the Salvation Army GHQ and the Franciscan Free-Luncheon/Shelter. The City predicts that the campsite will be operational in November of this year. Evidently the Louisville planners/executors fothis campsite idea got 'leads' from the cities of Denver Colorado and Santa Rosa California, which venues report negligible crime etc. associated with this move. Big Clearance of Homeless Camps Downtown Set for 10.4.2021(?)

  The City of Louisville has given 21 days notice to obvious eyesore downtown homeless camps to clear out, break camp, as I calc on or before October 4. There are homeless people who for a variety of reasons must or prefer to sleep outdoors rather than in a homeless shelter; these are the public visage in many cities in the USA, and I would think that my Louisville has camping-homeless-demographics, about 1% of the total population of this Metro, which rival those of places more-notorious for 'rough sleepers' like cities in  California. This is a liberal and progressive city. What the city fathers/mothers say about what needs to be done with this segment of homeless folk speaks to an official compassion which must at the same time consider what must be much psychosocial disdain/aversion for the spectacle of people living in tents-- and with less protection-- on city sidewalks. . . so noticeably this shows at Derby/Breeders'-Cup times when these folks are gathered and placed...

HOMELESS WHO TAKE-OVER/DWELL IN VACANT BUILDINGS=> WOULD THIS BE OK WITH 'LANDMARK AUTHORITY,' LOUISVILLE KY???

 I am following Websites that proffer information about homelessness, in especial, sites that either ADVOCATE for the rights of the un-homed, and too those Websites that allude to resources that the homeless may use to further themselves for providing shelter. There are a lot of sites which have this function, .orgs, .govs and a few but evidently OK .coms. I just found a link that has folks un-homed in Eastern Los Angeles rather 'taking over' vacant properties which (for some odd-seeming reason) are owned by the California Transit Authority (which seems similar to our Louisville Transit Authority of River City TARC).
