To 'City of Louisville' Interests in Welfare of The-Homeless ('Those Roughly Sleeping)=> RE HOUSING CO-OPs FOR THE RADICALLY-UNDERHOUSED HERE!!!

 LOUISVILLE, Ky. (WDRB) -- City leaders are launching a four-phase plan to get Louisville's homeless off the streets and into long-term housing. The first phase would create and manage a "Safe Outdoor Space" that would include services to help people find more sustainable housing. The next phase would offer a quick transition to indoor housing in a safe and supportive environment. The plan also aims to create more permanent supportive housing options and increase funding for affordable housing.

TO THE CITY/LOUISVILLE, TO COALITIONS-FOR-THE-HOMELESS-ALL, TO THE 'CAMPERS' WHO ARE HOMELESS, NOTICE=>

TRY FORMING HOUSING CO-OPS/COOPERATIVES WITH ACCESS TO NO-FRILLS SHELTER, ORGANIZED WITH MEMBERS AS A 'BOARD OF DIRECTORS' WHO HAVE PROVEN RESPONSIBLE AND RELIABLE IN MANAGING AFFAIRS-- CERTAINLY HERE FOLK WHO HAVE NO HABIT WITH ADDICTIVE SUBSTANCES NOW, CERTAINLY THOSE WHO HAVE NO SATYRIAC/NYMPHOMANIAC DYSFUNCTIONS. OTHERS CAN BE 'SMOOTHER SLEEPERS' IN STAYING IN SUCH SHELTERS, WITH OPPORTUNITY TO MOVE ONTO "THE MEMBERSHIP/DIRECTORS'-BOARD" WHEN THESE HAVE MET ASSESSMENT BY THE 'MEMBER-LEADERSHIP' TO BE VIABLE FOR MATURE/ADULT MANAGEMENT OF HOUSEHOLDING WITH THE MEMBERS.

SOME OF THE PROBLEM WITH GOVERNMENT INTERVENTION AS FOR EXAMPLE IN FEDERAL HOUSING ACTS HAS BEEN TO IMPEDE, RATHER THAN EXPEDITE, HOUSING FOR THE ULTRA-HAVE-NOT. THE EXPECTATION OF GLEAMINGLY COOL AND BEAUTIFUL FLATS HAS BROUGHT WITH IT A 'SECTION 8' WAITING-LIST CRISIS, AND THIS COUPLED WITH THE BUSINESS-AS-USUAL OF RENTAL-CAPITALISM HAS EXCLUDED A LARGE NUMBER OF THE BARRENLY-UNHOUSED IN THIS TOWN. . . WHILE RADICALLY DIMINISHED HOUSING FACILITIES ARE NOT ENVISIONED BY THIS RECOMMENDATION, THE RESIDENT COULD BY WAIVER RECOGNIZE THAT THE HOUSING THUS-AFFORDED WOULD BE 'BASIC SHELTER'-- A PLACE WITH ROOF TO PROTECT FROM THE AIRY ELEMENTS RAIN AND SNOW AND HAIL, ELECTRIFIED, 'WATERED,' AND WITH SANITARY FACILITIES

NOT AT ALL BY NECESSITY IMPLYING

DORMITORY-BEDDING, OPPRESSIVE AND PUNITIVE RULES AT THE TOP WITH META-MESSAGE, "WE'D LOVE TO SEND YOU BACK TO THE STREETS IF YOU DO NOT BEHAVE SUCC U LENT LY WITH TONGUE ACTION IN RESPONSE TO OUR INSTRUCTIONS/THREATS/ORDERS". . . (WHICH IS A COMMON DENOMINATOR IN HOMELESS SHELTERS, DUBBED 'CHRISTIAN SHELTER' OR OTHERWISE).

A PLACE TO CALL HOME

LACKING IN THE FRAGILITY THAT ALL ROUGHLY-SLEEPING PEOPLE (myself too) OF LIVING IN THE FEAR OF INHUMAN TREATMENT LOATHED BY ROUGH SLEEPERS IN SHELTERS,

OR

OF THE EXISTENTIAL PERILS OF 'LIVING UNDER THE STARS' WITH A CULTURE MADE-'JUNGLE'-WITH-STRONG-DOM-BULLY LEADERSHIP AS WORSE AND LESS CONTROLLED THAN JAIL 'PECKING ORDER.'

Louisville has WEALTH in shelter that is simply OK for putting rooves over living people, but which is not PRETTY but is FIXABLY FLEXIBLY OK, when one waives the too too too of really-fixed-up cool and societally-deemed-elegant places in which to live. There are THE WAREHOUSES which are so-fixable; there are second-third-story vacancies in not-too-pretty locations all over town, seemingly uninhabited because of certain exotica of regulation too esthetically-posited by perhaps middle-class people who insist that 'everybody should have the kind of domicile as I do.'

In some flat and perhaps too humble terms as these here, I submit my recommendations; may the City Do-Gooders and Magnates-Otherwise heed my plan as both realistic and do-able.
